Irving J. Lewis was born on July 9, 1918. He received his B.A. from Harvard in 1939, and his M.A. from the University of Chicago in 1940. After military service during World War II, Lewis began a long career in the federal government, working in the Office of Price Administration (1946-1947), the Department of State (1959-1960), the Federal Aviation Agency (1960), the U.S. Bureau of the Budget (1947-1957 and 1960-1968), and the Department of Health, Education, and Welfare (1968-1970).
